Accidents such as Milford Haven and Texaco City, as well as OSHA’s new Petroleum Refinery Process Safety Management National Emphasis Program (NEP), have put a spotlight on how the refining industry addresses alarm management. Poor alarm management can affect the operator’s performance by making it more difficult for them to detect, diagnose, and respond to each alarm correctly and within the appropriate timeframe. The new ISA-18.2 standard on alarm management provides a framework for the successful design, implementation, operation and management of alarm systems. ISA-18.2 advocates the use of a lifecycle which is similar in structure to the functional safety lifecycle. Treating safety and alarm management holistically yields increased plant safety, reduced risk, reduced cost, and better operational performance.
